I am reminded of a statement by Lord Philip Noel Baker at the 1981 Pugwash conference when the Soviet intervention in Afghanistat was being discussed. A Soviet scientist made a prepared statement that the USSR had a common border with Afghanistan and they were there on the invitation of that government. US delegates were silent; then, Noel-Baker in a wheelchair wheeled himself forward and in a ringing voice that belied his frail appearance said, that the British had invaded Afghanistan in 1855 and met with fierce resistance. 15,000 men had had to retreat to try to get back to India by way of the Khyber pass as winter set in. Only two men had made it to the pass, and just one man brought the news of the tragedy to Delhi. He concluded amidst pin-drop silence: the Afghans are a tough people!</description>
