At the very least there is an audience who will listen. We have the idea that the Navi'im "Prophets" somehow spoke to vast audiences. The evidence as I understand it suggests that the Navi'im spoke among themselves in the scribal and prophetic workshops/academies attached to the Temple -- where a captive (if not always receptive) audience was gathered. The audience automatically included priests and royals. I say be among the prophets in the workshop attached to the Temple of Governance or the Temple of Commerce.
